    Federated identity is the key to secure information sharing

    Interoperability and information sharing are longstanding challenges for first responders. When multiple agencies or jurisdictions show up to an emergency, they have difficulty interconnecting their communication systems. FirstNet and other public safety broadband networks present both an opportunity for superior information sharing and a challenge to share information securely. Federated identity solutions enable user accounts from multiple organisations to access services from multiple service providers. All agencies that have joined the federation, and all services have joined the ecosystem, can the share identity data. This presentation will highlight the research that Public Safety Communications Research and the National Cybersecurity Center of Excellence are conducting to support identity federation efforts in the United States.

    Project engineering in a new radio network - tips and pitfalls

    In many development projects there appears to be a lack of understanding on the various roles and responsibilities, especially in delivering radio networks. If a client does not fully consider the project requirements it can increase the overall costs by 20-100%. This presentation will outline the key stakeholder roles required, and the responsibility and relationship between project engineer, installation contractor and maintenance technician. The breakdown of relationships between these parties is the greatest project risk – causing delays and variations, and departure from what the project was to achieve for the client.

Public Affairs Manager, European Emergency Number Association - EENA112
Benoît Vivier works at the European Emergency Number Association (EENA) since September 2015 and is in charge of the organisation’s advocacy work. He is responsible for the definition and the development of EENA’s lobbying strategy and is EENA’s liaison with public institutions, and in particular EU institutions (European Commission, European Parliament…) as well as other stakeholders. Benoit is also working on dedicated EENA programmes such as emergency caller location and public warning. Before joining EENA, Benoît studied Politics, Internal Relations and EU affairs in France, Sweden and Belgium.
Peter Scarlata
CEO Australasia, Simoco Wireless Solutions
Peter Scarlata has close to 25 years of experience working at senior levels in national and multinational engineering, system integration, product management, sales and marketing and general management in companies such as Bosch, Intelematics, CNG Systems and most recently Simoco Wireless Solutions. Peter’s qualifications include a Bachelor of Engineering (B.Eng.), Electrical, Electronics and Communications Engineering and a Bachelor of Applied Science (B.App.Sci) in Computer Science. At system integrator CNG Systems, Peter drove the organisation into a period of significant company growth focused on the transport infrastructure and government verticals. He has held several senior positions at Bosch and has spent time globally in Germany, US, China and Australia leading teams of product managers, engineers and purchasing personnel in driving high volume, quality and value electronic, audio and RF products to market. Peter is CEO of Simoco Australasia and is responsible for business growth within the Australasia division. His focus is on important infrastructure projects and overseeing all management, system engineering, sales and marketing activity, as well as national and multinational product management and development.
Steve Hwang
Business development manager, Nokia/Committee member of Safe-Net Forum
Steve Hwang is a committee member of Safe-Net Forum. He has 23 years’ experience of telecommunication market since 1997. He is currently working for Nokia and is responsible for business development in global government & Cities segment including end customer engagement, strategic alliance with industry partner and telco operators, in areas of public safety, smart cities, defense and government-driven broadband initiatives. He has a successful sales and business development careers with over twenty-three years in end customer engagement and partnership with MNOs / SI companies in public sector and commercial mobile network business sector. He has been successfully driving the campaign and boosting mission-critical technology and building-up echo system. Steve holds bachelor’s degree in computer science from Soongsil University, Seoul, South Korea.
Roger Kane

Roger has extensive management experience within Australia and Asia in technology related businesses including IT, Telecommunications and Engineering. Currently Managing Director at Vicom, Roger has particular experience in distribution and service related businesses. A Director of ACCF Roger holds a BSc(Physics) from Imperial College London and an MBA from Deakin University.
Neal Richardson
Technical Director, Public Safety Network
Neal has extensive experience designing and deploying business solutions and leading others to do so across multiple IT and network technologies. His world-class knowledge spans drafting international technology standards to architecting New Zealand’s largest 4G Network. Neal is leading the development of the solution architecture for New Zealand’s Public Safety Network.
Bill Fisher
Security Engineer, National Cybersecurity Center of Excellence, National Institute of Standards & Technology
Bill Fisher is a security engineer at the National Cybersecurity Center of Excellence (NCCoE). In this role, he is responsible for leading a team of engineers that work collaboratively with industry partners to address cybersecurity business challenges facing the nation. He leads the centre’s Attribute Based Access Control (ABAC) project, Mobile Application Single Sign On (SSO) for the Public Safety and First Responder Sector and is part of the ITL Cybersecurity for IoT program. Prior to his work at the NCCoE, Mr Fisher was a program security advisor for the System High Corporation in support of the Network Security Deployment division at the Department of Homeland Security. He holds a bachelor’s degree in business administration from American University and a master’s degree in cybersecurity from Johns Hopkins University.
John Beltz
Cybersecurity Lead, Public Safety Communications Research, Division National Institute of Standards & Technology
John is the Cybersecurity Lead at Public Safety Communications Research (PSCR) Division at NIST, where his research portfolio includes critical topics such as identity management, mobile device and application security and LTE/5G security. He has 20 years’ experience as a cybersecurity professional where he has served in many important roles, including security specialist at the National Institute of Standards and Technology, senior consultant with Booz Allen Hamilton and Staff Sergeant in the US Army Signal Corps.
Randy Richmond
Product Manager, Product Management Zetron
Randy Richmond started working for Zetron shortly after graduating with a BSEE degree in 1981. Since then Randy has architected Zetron’s first and second generation radio dispatch, fire station alerting and 9-1-1 call taking solutions, served as product manager for those product lines, and is presently Zetron’s Standards & Regulatory Specialist, Broadband Push To Talk Product Manager, and Broadband Strategy Advisor the Zetron’s parent company JVCKenwood, Corporation. Randy chaired, co-chaired and is participating in a number of NENA, APCO, NPSTC, NFPA, iCERT, PSTA, TCCA and TIA TR8 Project 25 industry, standards and requirements committees. Randy is a licensed Professional Engineer.
Simon Riesen
Senior Solutions Manager, DAMM Cellular Systems
As Senior Solutions Manager at DAMM Cellular Systems, Simon provides technical expertise to DAMM sales teams and partners worldwide. He holds a B.A. in Electrical Engineering and an M.A. in Telecommunication Management and has worked with TETRA solutions for over 20 years. He has held various positions at Nokia's PMR business (later to become Airbus), giving him wide experience with delivering technical and pre-sales support and technical training. Simon worked as a system architect for BOSNET, the largest TETRA network in the world, for many years, focusing on traffic engineering and solutions to optimise voice and data communications on narrowband systems. He has also been deeply involved in designing mission-critical solutions over broadband giving him a complete technical background on PMR and a clear understanding of the market needs.
Station Officer Graham Tait
Systems Officer, Operations Communications, Fire and Rescue NSW
Graham Tait has worked for Fire & Rescue NSW for the past 37 years, occupying various roles as a frontline firefighter and Station Commander, Communications Centre Operator and Supervisor, and communications specialist on the NSW Urban Search & Rescue team. These roles have seen him involved with all types of emergency incidents from both the front line, and from within the control room environment. For the past 14 years, he has been working within the Operational Communications Branch with a few different roles, including managing the operational use of organisations’ computer-aided dispatch system, and the integration of new technologies such as mobile data terminals and automatic vehicle location systems, as well as operational management of the LMR radio system across the state. Graham held a key role in the project to implement a new CAD system and the rationalisation of communications centres for Fire & Rescue NSW, which resulted in the introduction of a brand-new call taking and dispatch environment for the state in 2012.
Rodney Nebe
Superintendent: IT Networks, Gold Fields
Rodney Nebe has been working in networking and communications for the last 22 years: 6 years initially in the military (Army) and the remainder 16 years in the mining sector. This experience has given him a broad knowledge of all facets of communications. From his training in the military, he always applies a ‘can do attitude’ and has a passion to resolve conundrums. Currently Rodney manages all network and communications infrastructure (everything from underground to surface) at the four Gold Fields Australasia mine sites. Rodney’s strong technical background enables him to understand and translate technical requirements into easily understood business concepts for both management and end users.
Rui Chen

Rui Chen is Senior Lead Architect at CommTel Network Solutions, a company specialised in providing solutions and products for mission critical networks. Rui has extensive experience of over 20 years in designing, engineering & commissioning of business critical and mission critical systems as well as carrier network across APAC. He has worked with a wide range of technologies over the time and focus on legacy system, various radio communication systems, IP and security for both OT and IT networks.
Peter Jackson
Engineering Manager, (Cyber), SGS ECL
Peter Jackson is an experienced IACS Cyber Security professional. Peter leads the ECL Cyber team of industrial cyber specialists in supporting the industrial sector in NZ. Peter’s background includes control and safety systems experience as a TÜV certified Function Safety Engineer. Peter is SANS GIAC GICSP and GRID certified as is currently working through the SANS instructor development program to teach ICS515 (ICS Active Defence & Incident Response). Peter has spoken at many conferences, nationally and internationally. In conjunction with the SANS ICS and ECL Cyber, Peter established the NZ ICS Cyber Technical Network (refer https://icscyber.org.nz).
Lawrence McKenna
Principal Engineer (Manager), Cumarsaid
Lawrence McKenna has extensive ICT/telecommunication experience acquired from working 16 years with Queensland Rail, three years with Project Services (Qld) and five years with SKM. This experience includes voice networking (inc. PABXs, regional-wide networks), telecommunication and transmission networks (optical fibre and microwave radio), structured cabling designs, WAN/CANs, LANs, audiovisual systems, security systems and various radiocommunication systems. Lawrence is a member of the Standards Australia (Standards development) CT-001 (Communications Cabling), CT-002 (Broadcasting and related services), the ITU-T SG5 working group and the ITU-R ARSG-5 working group. And he was involved with the Communications Alliance Working Committee WC45: Update of Industry Code DR C524:2013 - External Telecommunication Cable Networks Code.
Dr Ian Oppermann
Chief Data Scientist, NSW Department of Customer Service
Dr Ian Oppermann is the NSW Government’s Chief Data Scientist working within the Department of Customer Service, and Industry Professor at University of Technology Sydney (UTS). Ian has 27 years’ experience in the ICT sector and has led organisations with more than 300 people, delivering products and outcomes that have impacted hundreds of millions of people globally. He has held senior management roles in Europe and Australia as Director for Radio Access Performance at Nokia, Global Head of Sales Partnering (network software) at Nokia Siemens Networks, and then Divisional Chief and Flagship Director at CSIRO.
Hamish Duff

A founding director of the Orion Network, Hamish Duff is passionate about transforming businesses through the application of digital mobile radio technology. With a career in communications spanning more than 30 years, Hamish is skilled in making the complex simple — engineering communication solutions to support the needs of all users, from the control room to the field. Hamish is the Managing Director of Mastercom, a Sydney-based communications provider with a solid reputation for delivering on what it promises. A specialist in wide-area radio networks, Hamish has a genuine understanding of the pressures faced out in the field and the role that efficient communications plays to help people every day. A member of the Australian Radio Communications Industry Association (ARCIA), Hamish is highly regarded for his technical competency and in 2009 was awarded an ARCIA technical excellence award.
Kevin Graham
Director, Australasian Critical Communications Forum & Managing Director, Global Digital Solutions
Kevin Graham is a qualified Electronics Engineer with over 35 years’ experience in project and systems engineering, sales/marketing, and general and executive management for private and public multinational companies. For the past 15 years, he has run his own executive management and engineering consulting company Global Digital Solutions. The majority of his working career has been spent in the telecommunications sector and more recently in the mining/processing sectors. His work has exposed him to a broad spectrum of markets and geographies within enterprise, industrial, mining, government, public safety, defence, rail and other transport and utility customer bases. Kevin established and chaired two regional industry associations for TETRA & Critical Communication in Australasia (2001) and North America (2012), was past president and board member of the Australian Radio Site Owners and Users Associations (now ARCIA) and remains a director on the Australasian TETRA and Critical Communications Forum. He also holds executive positions and is on the boards of four resource and industrial mineral processing sector organisations and other companies in Singapore, New Zealand and Australia.
Simon Lardner
CEO, Challenge Networks
Simon is the co-founder and Managing Director of Challenge Networks, a telecommunications system integrator specialising in the design, build and management of small-scale carrier networks around the world. He has over 27 years of international experience in the telecommunications industry. Initially starting his career in AMPS mobile network R&D, he later moved into national and finally global roles in mobile network design, deployment and support. Originally growing up on a farm, he has had the privilege of living in more than six countries and working in more than 40, but is now happy to call Australia home. Simon has a degree in Computer Engineering from RMIT and an MBA from Melbourne Business School.
Chris Stevens
Managing Director, CartGiS Pty Ltd
Chris Stevens is Managing Director of CartGiS Pty Ltd, an emergency management, GIS and Mapping and communications consultancy company based in Melbourne. Chris has extensive experience in LMR network design, planning and implementation as well as GIS and mapping application design and commissioning. Chris is an industry leader in systems integration, thinking outside the box and providing client centric outcomes aimed at information sharing and interoperability. CartGIS Pty Ltd also specialises in bespoke training and education for the critical communication community. Chris has extensive qualifications and experience in secondary, tertiary and workplace training and education, which coupled with his communication experience, delivers industry and client focused outcomes. Chris has been the National Lifesaving Communications Advisor to Surf Life Saving Australia since 2011. This role is in an elected volunteered capacity and he chairs the respective national communications working group. As National Lifesaving Communications Advisor, Chris is responsible for advising the states and territories on their operational communications networks as well as formulating national interoperability and business continuity strategies. Chris is also a member of the ARCIA committee, where he convenes the training committees and has been responsible for recent industry advancements in training and education.
